Us Agreement With Afghanistan

Based on publicly available information, I found that the Taliban met only two of the seven conditions set out in their peace agreement with the United States: the release of 1,000 Afghan prisoners and participation in talks with the Afghan government. The United States also expressed its readiness to lift sanctions against the Taliban and cooperate with the United Nations to lift separate sanctions against the group. Afghanistan`s second vice president, Sarwar Danish, on Monday asked Biden`s new U.S. administration to reconsider ongoing peace talks with the Taliban. The United States has reached an agreement with the Taliban, but considerable challenges remain, such as political power-sharing, the role of Islam and women`s rights in achieving intra-Afghan peace. However, it is believed that a number of European countries are concerned about the speed of withdrawal and its effects. U.S. and NATO forces will withdraw from the country within 14 months, as long as the Taliban maintain their side of the agreement. Meanwhile, the number of American troops is already being reduced. Under the agreement between the United States and the Taliban, all U.S. forces will withdraw by May 2021, when the Taliban will honour their commitments to Al Qaeda and begin talks with the government. In other words, withdrawal does not depend on an agreement between the Afghan government and the Taliban. Initially, Afghan President Ghani announced that he would not release Taliban prisoners, but by March 15, 2020, a few days after the start of peace talks between the Afghan government and the Taliban, he announced the release of 1,500 Taliban prisoners.

He also insisted that any freed Taliban detainee was required to sign an agreement in which he pledged not to return to the fighting. The Taliban have not yet accepted this compromise and, as a result, the necessary talks on the next stage of negotiations between the Taliban and the Afghan government have not yet begun. Another problem is that the recent Afghan presidential elections were contested and led to a divided and dysfunctional government in Kabul. As two opponents declare themselves the winners, no one is responsible in Kabul anymore. Since the next step in the peace agreement is to hold talks between the Taliban and the Afghan government, a divided and broken government in Kabul complicates this next step. The main objectives of the United States should be to reach political consensus within Afghanistan, to support intra-Afghan peace negotiations with the help of regional and international partners, and to strengthen Afghan security forces to face threats with limited external participation. To advance these goals, U.S. politicians should take the following steps: Efforts to find a negotiated solution may also have collapsed if President Donald J. Trump decided to withdraw all U.S. forces without agreement, because domestic policy scales (such as the desire to win political support before the November 2020 presidential elections) , challenges in negotiations or concerns about a corrupt and illegitimate Afghan government. In all of these cases, administrators probably feel that the cost of withdrawal is minimal and that the benefits of a stay are minimal due to other national and international priorities.

A decision by the United States to withdraw all armed forces would be a mistake and would likely lead to an aborted peace process and the withdrawal of European and international troops in Afghanistan. This is a fundamentally different scenario from the one discussed in the rest of this memo, and it would mean that the U.S. government had decided that contingency prevention was no longer a political priority. The four-part agreement between the United States and the Taliban has forced the United States to withdraw most of its troops from Afghanistan, which it is doing. In exchange, the Taliban assured that Afghanistan would no longer be used as a base for attacks against the United States.
